Concluding observations on Croatia offer recommendations regarding improving different aspects of combatting racial discrimination in the country, such as gathering disaggregated statistics on the socioeconomic situation of minority groups, enforcing fully the implementation of the Anti-Discrimination Act and other provisions against racial discrimination, in particular structural, and evaluation of policies. It also offers recommendations in the area of strengthening efforts in combatting racist hate speech and hate crimes, specifically racial profiling and racially motivated police violence, strengthening the independence of national human rights institutions, improving the situation of migrants, refugees and asylum-seekers in integration frameworks but also in context of border violence, and other relevant recommendations.

The Committee on the Elimination of Racial Discrimination (CERD) reviewed Croatia's combined ninth to fourteenth periodic reports, engaging in constructive dialogue with the State delegation during meetings on 9, 10, and 23 August 2023. It also considered supplementary responses provided by the State party. The methodology involved assessing Croatia’s implementation of the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) by analysing legislative frameworks, policy measures, statistical data, and third-party reports, including inputs from civil society organisations. The concluding observations were adopted at the Committee’s 3006th meeting on 23 August 2023.
